"Eastern Climate Change Network"
successfully founded
On 3-5.4.02, the first
conference and training workshop within the framework of DG TREN's Synergy
Eastern Climate Change Network Project was carried out in the Moscow Region.
During this event organisations from the project's executive consortium (MVV
Consultants and Engineers, Tebodin Consultants and Engineers, ADEME and
East-West Energy Agency) participated with executives from some 25 energy and
environmental expert organisations in EU accession countries, Eastern Europe
and the NIS. The event was addressed and welcomed by Mr. Vardakis from the
European Commission's Delegation in the Russian Federation as well as by
representatives from the World Wildlife Fund, the Ministry of Economic Development
and Trade of the Russian Federation and RAO EES Rossii, Russia's large
state-owned power utility which is actively working on this subject itself and
recently created its own Carbon Fund. Over the three days, the participants
received a comprehensive overview of the current status of implementation of
Kyoto flexibility mechanisms in a number of ANNEX I - countries and in
countries to which the Clean Development Mechanism is applied. The
presentations were complemented by information on the respective activities and
experience collected in the Netherlands, France and Germany. Specific exercises
trained participants on issues regarding the history and background of the
Kyoto process and rules for its implementation and on the preparation of
project idea notes for projects that would be suitable for submission under
Joint Implementation or Clean Development Mechanisms. Training courses were
held on services needed for the implementation of the Kyoto flexibility
mechanisms during particular projects, and requirements to these services were
explained in detail. The conference and workshop represented the official
start of the new international organisation, "Eastern Climate Change
Network", comprising 11 countries up to now. Through its database and website
(www.eclimnet.com), the Eastern Climate Change Network will significantly contribute
to the implementation of Kyoto flexibility

mechanisms in future
and will provide targeted assistance and service support to investors interested
in carrying out projects that are aimed at a reduction of climate gases in the
regarded area.

Extended stay for PIU in
Belgrade

Serbia 2001 - Project
Implementation Unit (PIU) until the summer of 2002, thereby raising the total
contract budget to 1.15 million Euros. With the reduction of PIU experts from 6
to 5 members, the team now has a strong Serbian supporting component which has
proved invaluable as regards dealing with local companies, EPS cooperation
and acquiring in depth experience of Serbian working practices. With deadlines
approaching for multi-million euro work contracts, a combination of power
sector experience is required to ensure that the generation / transmission
